MEDFORD, MA – June 30, 2021 – The DesignLights Consortium (DLC) today released the final version of its updated Technical Requirements for Horticultural Lighting (Version 2.1). Scheduled to take effect September 1, the new policy establishes Qualified Products List (QPL) eligibility for three additional product types, and reflects changes made in response to stakeholder comments received this spring. DLC is moving full speed ahead to keep scaling our impact and gather more voices and ideas in the energy community. Furthermore, the DLC established a framework to align our utility members' efficiency goals — the QPL — which has been adopted by 75% of North American energy-efficiency programs. LUNA also helps specifiers fulfill the light pollution and trespass requirements of LEED and WELL building programs, and helps projects follow application guidance in the joint International Dark Sky Association-Illuminating Engineering Society Model Lighting Ordinance. Over the last decade, we have qualified more than a million products, but thanks to lighting advances, we’ve narrowed that to over 300,000 products on the list today that meet our performance requirements for efficacy, quality, and controllability. Today, 75% of qualified products have integrated controls and 99.5% of qualified products are dimmable, increasing energy savings potential. It’s our goal to provide a trusted, impartial assessment of the industry’s highest performing lighting products and systems to boost consumer trust and adoption of the technologies that save the most energy. In addition to meeting the DLC’s SSL V5.1 efficacy thresholds, LUNA-qualified products must comply with additional dimming, control and shielding requirements to ensure efficient use of lighting energy. For various reasons, from high initial costs to inadequate training and unfamiliarity with the technology, energy saving networked lighting controls (NLC) have yet to catch on in a significant way. In fact, the Department of Energy reports that less than one percent of all commercial luminaires in the US are equipped with NLCs. Brainstorming and planning ways to reverse that trend comprised the agenda of the DesignLights Consortium’s (DLC) Controls Summit in September. Networked lighting controls (NLC) have vast potential for not only energy efficiency and energy management, but for building optimization and functionality. The V2.1 policy defines externally supplied actively cooled horticultural fixtures as those in which liquid, often water or a water/glycol solution, flows through input and output ports of each fixture in the system, channeled through a cooling plate or other heat exchanger within the fixture. In adding these products to its Horticultural Lighting Program, the DLC provides descriptions of how to test and report on them to ensure performance comparable to products listed under previous versions of the policy. According to the global independent safety company UL, it features LED and solid state lighting (SSL) products that undergo tests at a DLC-approved lab and comply with "specific performance and energy efficiency criteria." For over 10 years, the DLC has pushed the envelope on energy efficiency in commercial lighting.

Using Connecticut and Arizona as regional models, the study concluded that the benefits of acquiring all cost-effective savings from NLCs would be significant enough to make a noticeable impact on utility efficiency program budgets. Businesses in Connecticut could receive almost $1.2 billion in net benefits by 2030, while businesses in Arizona could receive net benefits of $217 million. DLC has specific technical requirements that lamps and fixtures must meet for inclusion on the QPL. The Design Lights Consortium is actually a project of the Northeast Energy Efficient Partnership (NEEP) that was founded back in 1996. The nonprofit works to increase energy efficiency in the Northeast and Mid-Atlantic areas of the US by reducing energy use in buildings, increasing the visibility of energy efficiency, and advancing knowledge and best practices.

A summary of the study, which emphasizes the value of pairing NLCs with HVAC systems in large commercial buildings, is posted on the DLC website.
